For dispensing label protection tapes. The SL400M is a metal unit that accepts up to 4" wide pressure sensitive tapes. (Note: Picture shows the plastic unit on the left and the metal unit on the right.)

These units are simple to use. The operator places the label face down on the table platform, pulls the tape and label past the cutter blade and tears the tape along the blade, then applies the label to the item.
